Romania implements the Common Agricultural Policy (CAP) post 2013 through the Strategic Plan (SP) using measures to develop a resilient and sustainable agricultural sector, with an emphasis on ensuring fair incomes for farmers, compliance with environmental commitments by remunerating farmers who contribute to protecting the environment above the basic level requirements, on the development of deficit sectors and a coherent socio-economic development of the rural environment by committing to an intervention strategy based on the identification of needs.

Romania's Strategic Plan will focus on achieving the following objectives:

  1. Promoting a smart, resilient and diversified agricultural sector that ensures food security, increasing farm viability by stabilizing farmers' incomes and eliminating discrepancies and disparities between farm categories.
  2. Strengthening market orientation and increasing the competitiveness of the agri-food sector by intensifying cooperation, encouraging collective investments, modernization, restructuring of farms through investments to improve productivity simultaneously with the development and modernization of the food industry.
  • The socio-economic development of rural areas by attracting and supporting young people and facilitating business development such as promoting employment, growth, social inclusion and local development in rural areas.

Within the pale of the SP, the environmental objectives are essential in the implementation of the PAC, and they will focus on the contribution to the mitigation and adaptation to climate change, the promotion of sustainable development and the efficient management of natural resources, as well as the contribution to the protection of biodiversity, the improvement of services ecosystems and conservation of habitats and landscapes.
