Through the Price Reference Database (BDPR), the Rural Investments Financing Agency (AFIR) facilitates access for applicants of European fund information while also simplifying the procurement procedure. Thus, the products that can be found in this Database are directly available for purchase for private PNDR beneficiaries without going through any other procurement procedure.

Beneficiaries of the National Rural Development Program (PNDR) who use the AFIR Price Reference Database, as applicable to the PNDR for the direct purchase of machines, tools and equipment must pay particular attention to the following:

For settlement, the private beneficiary must present the sale-purchase contract accompanied by the certificate of product conformity. THE BRAND AND MODEL MUST BE IDENTICAL TO THOSE REGISTERED IN THE DATABASE, with reference prices and an Annex detailing the equipment standard of the goods that are the subject of the payment request. This must at bare minimum include the features of said products as they are available in the Database.

If it is found that the BRAND AND MODEL are not identical to those registered in the Database and that the EQUIPMENT STANDARD does not include at least all the features written in the Database, THE COUNTER-VALUE OF THE GOOD THAT IS THE OBJECT OF THE PAYMENT REQUEST WILL NOT BE PAID. THE BENEFICIARY WILL BE FORCED TO COVER THE FULL COST OF SAID PRODUCT.

 

The Price Reference Database comprises for now only information and data on machinery, tools, specialized equipment, greenhouses, silos, sheds, stables and furniture.

The centralization and registration of other information and data received from manufacturers/importers/dealers regarding services, works or other goods than those mentioned will be carried out at a later stage, which will be communicated by AFIR to its users.

The presence of a product in the Database of Data is referential regarding the degree of equipment and the approximate market price, WITHOUT ENSURING ELIGIBILITY OF SAID PRODUCT WITHIN PROJECTS.

In order to offer those interested the opportunity to compare equipment from the database, it is necessary to enter products with highly accurate data, as well as standardizing the information regarding characteristics and performances of all equipment included in the Price Reference Database. For this purpose, technical sheets have been developed with mandatory minimum information to be filled in regarding the level of equipment of the products introduced or about to be introduced in the AFIR database.

The manufacturer/importer/dealer who officially requested their registration in the AFIR online database, has the obligation to fill in (if applicable) as many details as possible regarding technical standards that pertain to all the products they registered. The minimum information contained in these technical sheets will be displayed on the site. All requests for registration of new elements will be sent with mandatory minimum details of the standards provided in the technical sheets. New items submitted without the minimum equipment specified in the data sheets will not be included in the Reference Price Database.

Regarding registration within the Database, AFIR provides all suppliers of machines, machinery, specialized equipment, greenhouses, silos, halls, stables and furniture with the standard forms that need to be filled in, signed electronically and uploaded to their personal account, namely:

Caution! Registering or uploading of info in the Database by an equipment supplier does not provide them with the quality of "AFIR approved company". This concept does not exist from the Agency's point of view.

 

The Price Reference Database is structured according to the following criteria: CPV code, brand, model, standard equipment and price, all expressed in Euro (or USD), excluding VAT. The identity of the data provider remains confidential. The veracity of the price levels submitted will be proven by comparison with the official manufacturers' price list or by other methods if needed.

 

Attention! The prices of the products during promotion periods are displayed in the online database and will not influence the reference prices in the BDPR.

 

Attention! Changing the standards of items that are displayed in the Database on the site can only be done once a year, but not sooner than 12 months after the item's online publication date.

 

INFORMATION

 

The Rural Investments Financing Agency (AFIR) ensures the quality of the Price Reference Database by collecting, verifying and validating the offers communicated by manufacturers, importers or distributors of machines, tools, specialized equipment, greenhouses, silos, halls, stables and furniture.

 

The collection of communicated information takes place throughout the implementation period of the National Rural Development Program 2014-2020.

 

AFIR will carry out additional checks on prices presented and entered into the database which, following the checks, may be lower than those initially presented by the bidder. If AFIR identifies differences between the prices communicated and those available on the market, the checks will be extended to all the prices communicated and, until the checks are completed, will exclude from the database all the equipment communicated by said manufacturer, importer or distributor.
