General Director

Name:

Ensures the management of the Agency, represents AFIR in relations with natural or legal persons, as well as before the courts. At the same time, he coordinates and is responsible for the entire activity of the Agency and is a tertiary credit orderer.

Has a degree in economic engineering, agro-tourism management and forestry. He is also a founding member of the South-East Bărăganul  Local Action Group, an entity that has been operating since 2010.

Has professional skills in planning and managing the use of costs, in carrying out procurement procedures and project quality management. The general director has acquired long experience in organizing and coordinating administrative activities in ecology and environmental protection, forestry and forest exploitation, as well as in managing programs financed by European funds.

Between 2018 and 2021 he has held the position of director of the County Office for the Financing of Rural Investments in Călărași, and from 2022 he is the General Director of AFIR.

Director of the Program Coordination Directorate

Name:

Coordinates the implementation of the PNDR 2014-2020, monitors the Program achievement indicators and elaborates the work procedures related to rural development measures.

Director of the Internal Audit Department

Name:

Ensures the management of the Internal Audit Department by planning, supervising and ensuring the quality of the internal audit activity and advising the services and the subordinate department.

Mrs. Andreea Andrei has a bachelor's degree in economic sciences and a master's degree in ecosystem management and environmental audit. Is a member of the Global Institute of Internal Auditors and a founding member of the Association of Internal Auditors from Romania. With 23 years of experience in internal audit, she has extensive experience in managing the internal audit function through operational and strategic planning of internal audit work, internal audit techniques and IT internal audit, corporate governance, personal development, audit quality assurance internal and the development of the internal audit profession.

Has joined the Agency during the accreditation period of the SAPARD Program implementation system during the pre-accession period actively participating in the development of internal audit procedures and self-evaluation reports in the process of evaluating the Agency's accreditation criteria by the European Commission. After the Agency's accreditation, she coordinated and supervised the internal audit and advisory missions with the aim of improving the efficiency, effectiveness and economy of the use of community funds related to the management and control system of the European Rural Development Fund in the programming periods 2007-2013 and 2014- 2020 and participated in the external audits of the European Commission and the European Court of Auditors.

Director of the Control and Anti-Fraud Directorate

Name:

Ensures the management of the Control and Anti-fraud Directorate, a position from which she coordinates the control activity in order to identify irregularities, suspicions of fraud and other illegal activities that affect the financial interests of the European Union and the National Budget of Romania. Collaborates and responds to the reports and controls requested by the European Public Prosecutor's Office (EPPO), the European Anti-Fraud Office of the European Commission (OLAF), the Anti-Fraud Department (DLAF), the National Anti-Corruption Directorate (DNA), the Police, the Prosecutor's Office and other institutions involved in the instrumentation of cases of irregularities and/or fraud, being the point of contact of the Agency with these institutions.

Mrs. Adela Lucia Stercu graduated from the Bucharest Academy of Economic Studies with a degree in economics. She graduated with a master's degree from the same prestigious institution and since 2013 has been a Senior Civil Servant. She attended numerous professional training courses, domestic and international, in the field of control of European funds, prevention of irregularities and fraud. From April 2005 within the AFIR, since 2008 she has held the position of Director of the Control and Anti-Fraud Department, having previously completed the professional stages of advisor and head of service.

Director of the Legal and Litigation Department

Name:

The purpose of the position of Director of the Legal and Litigation Department is the coordination, approval and monitoring of the consulting activity, legal assistance, verification of the legality of documents issued by AFIR, as well as the representation of AFIR's interests before the courts and other bodies with jurisdictional powers, in order to manage the non-reimbursable European financial assistance granted to Romania from the EAFRD, through the programs implemented by AFIR, activities that contribute directly to ensuring the functioning and administrative capacity of the personnel who have skills in the management of non-reimbursable European funds.

Mrs. Alina Florea has a degree in Legal Sciences - specializing in Law and International Relations, with a Master's in Business Law. Has accumulated specialized experience in the field of competence of the Ministry of Agriculture, since 1999, and in the field of managing programs financed by European funds, since 2003 (SAPARD Program, PNDR 2007-2013, PNDR 2014-2020). She holds the position of Director of the Legal and Litigation Department within AFIR since 2006.

Director of the Professional Performance Management and Recruitment Directorate

Name:

Develops the strategy regarding the management of human resources, coordinates the management of the Agency's human resources and ensures the selection of personnel for employment. Also coordinates the training and improvement of the staff and monitors compliance with work discipline for the smooth running of the activities within the Agency.

Director of the Public Relations Department

Name:

Ensures the development of AFIR promotion and communication procedures, the coordination of FEADR promotion and mediatization, as well as the identification and implementation of information and publicity campaigns. At the same time, he is responsible for designing and developing the institutional visual identity and projects, coordinating the organization of press events and large-scale public events, as well as the operation and promotion of the Agency's own communication channels: web page, Facebook page, YouTube channel, Twitter, AFIR info app, CPAC app, e‐mail.

Graduated in journalism and public relations, after a period of more than two years of journalistic activity he took the step towards public relations in the public administration, starting with the State Domains Agency in 2002, continuing in 2003 with the activity of press officer within the Ministry of Agriculture, Forestry, Water and Environment and since 2004 as a communication manager within the Agency, holding the position of Public Relations Director.

Director of the IT Department

Name:

Organizes and coordinates the activity of IT experts at the central and territorial level within AFIR. Is the management representative for the provision of IT services in accordance with the Service Management System.

He is responsible for the process of reporting to the senior management regarding the performance of the IT services provided as well as ways to improve them. He has responsibilities regarding management assurance and information security, as well as the elaboration and development of the internal-managerial control system, at the AFIR level. Responsible for the classification of information resources in accordance with specific agency-wide requirements in this regard, as the head of the Working Group.

Identifies and assesses the security risks of the specific information, processes and resources for which he is responsible in accordance with the requirements applicable at the AFIR level. Performs specific duties regarding participation in any of the stages related to the development, coordination or implementation of IT projects or systems.

Deputy General Manager Payments and Administrative

Name:

Ensures the coordination of the activity of subordinate departments and services, approves the correspondence of subordinate departments with institutions and bodies involved in the technical and financial implementation of the measures within the Programs implemented by AFIR.

Mr. Bărbulescu Daniel Ionuț has a degree in Law and a master's degree in several fields, including: Local Public Administration Management or European Studies and Community Law.

After a distinguished career as a lawyer in the Olt Bar and as a deputy in the Romanian Parliament, since May 2017, he holds the position of Director of the Regional Center for the Financing of Rural Investments 4 Sud-West Craiova.

Since January 2022, he holds the position of Deputy General Director of payments and administration within AFIR.

Director of the European Funds Payments and Accounting Directorate

Name:

Ensures the coordination and monitoring of the activity of the accounting department, fulfills duties related to the operation and development of the way of making and accounting payments within the integrated IT system, also ensuring the organization and management of accounting, synthetic and analytical records regarding commitments and payments from budget allocations.

Mrs. Teodora Gheniu has a degree in both economic sciences - the agri-food field and in European administration. In 2012, she held the position of advisor within the Payments and Intervention Agency for Agriculture, the main activities being the preparation of documents and reports for the Internal and External Audit of the European Commission, the conclusion of agreements and additional documents with private banks. Since 2013, she has been employed within the AFIR, having the functions of advisor for developing work procedures related to rural development measures, monitoring financial indicators for the realization of the Program, and since 2017 she is director of the Directorate for Accounting and Making European Funds Payments.

Between February 2019 and July 2019, she had an important role in the Ministry of Agriculture and Rural Development, holding the position of State Secretary, successfully coordinating the General Directorate of Rural Development - AM PNDR, the Directorate for the Coordination of Payment Agencies, the Ministry of Agriculture and Rural Development and the Authority Competence for the Accreditation of Paying Agencies and the Coordinating Body.

Director of the Economic Directorate

Name:

Prepares and verifies the Agency's revenue and expenditure budget and monitors its execution. Coordinates and monitors the completion of the budget execution phases for direct expenses. At the same time, she checks the Payment Request File for the expenses that are the subject of technical assistance actions within the PNDR.

Deputy General Manager physical assets and direct payments

Name:

Ensures the coordination of the activities of subordinate departments, fulfills duties related to the liquidation and ordering of expenses incurred from the state budget and FEADR and through the Programs implemented by AFIR.

Has a Bachelor degree in banking financial management, is a graduate of project management courses and an expert in accessing European structural and cohesion funds. Familiar with the banking environment, he has held the position of director of A.N.I.F., Territorial Branch of Land Improvements Satu Mare. He has worked as a project manager within the Transborder Cooperation Program Romania – Hungary Interreg V-A 2014-2020.

Since May of 2022, he is Deputy General Director of physical assets and direct payments within AFIR.

Director of the Physical Assets Department

Name:

Coordinates and approves the development of specific work procedures for evaluation/ contracting, as well as procurement procedures and payment authorization procedures.

Director of the Direct Payments and Financial Instruments Department

Name:

Coordinates the development of the over-control procedure related to delegated payments, as well as the specific work procedures for evaluation/ contracting, acquisition/ payment related to AXE II of the PNDR. Also has duties related to the implementation and payment of the Agency's financial instruments.

Deputy General Manager for infrastructure, LEADER and non-agricultural investments

Name:

Ensures the coordination and monitoring of the activity of subordinate departments and services, performs duties related to the liquidation and ordering of expenses incurred through the Agency's budget and through the Programs implemented by AFIR.

Mr. Opreanu Dorin Dumitru has a degree in both legal and economic sciences, field - business administration.

He has completed professional certification courses as an internal auditor and as a lead auditor, and has worked in the audit field and in top management, in the private sector.

Since April 2013, he has been employed at AFIR, holding the positions of payment request verification adviser, head of service, director of the Constanța County Office, deputy general director of payments and administration, general director of AFIR, and currently deputy general director of infrastructure, LEADER and non-agricultural investments.

Director of the Basic Infrastructure and Access Directorate

Name:

The director coordinates the activity of the Basic Infrastructure and Access Directorate, organized on two levels: the evaluation of funding requests related to public investments and the implementation of related projects (local infrastructure, irrigation infrastructure, equipment related to public services).

Also ensures the coordination of the guidance of territorial structures in the process of evaluation and implementation of public investment projects and good information, including periodic, on the activity carried out.

Director of the Technical Assistance and Non-Agricultural Investments Directorate

Name:

Verifies, monitors and reports the status of the implementation of technical assistance projects at the Agency level through Measure 20. Coordinates professional training activities through Measures 1 and 2. Manages and verifies projects financed through non-agricultural sub-measures 6.2 and 6.4.
