RIFA, as the implementing agency of the PNRR projects based on the agreement with the Ministry of Education, published the conditions for accessing the European funds available through the National Recovery and Resilience Plan (PNRR) for financing the infrastructure of high schools with a predominantly agricultural profile.

The applicant's guide and related annexes for improving the infrastructure of high schools with a predominantly agricultural profile are available on the website www.afir.ro, in the Financing section, by accessing the link Improving the infrastructure of agricultural high schools - NEW AFIR Portal - PS PAC information, Online submission. These documents are published in order to prepare the documentation related to the submission of funding applications.

In this call, projects are submitted exclusively online, through the electronic platform dedicated to PNRR, available at https://proiecte.pnrr.gov.ro/#/home . The deadline for submitting projects is 21.11.2023, 23:59.

The total financial allocation is 43 million euros, eligible value from the National Recovery and Resilience Plan. The assumed target for this financing line is a minimum of 57 agricultural high schools that will benefit from non-refundable financial support. The maximum eligible value of a project is 650,000 euros, and each beneficiary can submit only one project. The financing rate granted through the PNRR is 100% of the value of the project's eligible expenses, excluding VAT.
The call financed by Investment 7 of PNRR is a complex one, through the integration of 3 components:

Component I: New constructions;
Component II: Interventions in existing buildings through the rehabilitation/renovation of the infrastructure, especially to ensure the increase in energy performance;
Component III: Providing materials, furniture, digital equipment specific to teaching and practical activities for eligible high schools.

Eligible applicants who can apply for funding under this call are:

accredited state education units, high school level technological profile, with more than 10% classes with an agricultural profile, including those with a forestry profile that can be found in the List of eligible educational units (Appendix 14).
UAT at the level of municipality, city, commune, for an educational unit described in point 1, which is under its administration.

The purpose of this financing line is to increase the attractiveness of professional agricultural education, by financing the improvement of the infrastructure and the provision of specific teaching materials for the training of future entrepreneurial farmers and employees in the fields of agriculture and related fields. Buildings, classrooms, laboratories and equipment, respectively educational infrastructure, are vital elements of learning environments in schools, as they have effects on improving teaching, student achievement and reducing school dropout.

With a view to the successful conclusion of the investment, we note that the training of teaching staff in high schools with an agricultural profile will be done through a measure separate from this call for projects, by the Ministry of Education.
